As Boulder states on its website, <em>&#8220;The city updates our energy code on a three-year cycle with the goal of attaining net-zero energy, outcome-verified code\u00a0by 2031 to meet broader city-wide climate commitment goals.&#8221;<\/em><\/p>\n<p style=\"text-align: left;\">This new energy code brings sweeping changes to how residential construction projects achieve compliance in the city, most notably that new construction houses over 3000 sq ft are now required to achieve <strong>HERS net-zero scores<\/strong>.<\/p>\n<blockquote><p><em><strong>A Quick Note:<\/strong> An ERI (Energy Rating Index) is the term that COBECC 2020 and other energy codes use to score homes. This index is found by performing a HERS rating on a home to find the HERS score. Throughout the video and the article, we use these terms interchangeably. If you want to learn more about these terms, <a href=\"https:\/\/www.resnet.us\/articles\/the-iecc-energy-rating-index-and-hers-index-whats-the-difference\/\">visit the RESNET website here<\/a>.\u00a0<\/em><\/p><\/blockquote>\n<p style=\"text-align: left;\">In addition to the city&#8217;s overall goal of better performing new construction homes, remodels can be categorized differently under the new &#8220;Levels of Alteration.&#8221;<\/p>\n<p><a href=\"https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Explanation.png\"><img decoding=\"async\" class=\"size-full wp-image-18288 aligncenter\" src=\"https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Explanation.png\" alt=\"\" width=\"646\" height=\"676\" srcset=\"https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Explanation-200x209.png 200w, https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Explanation-287x300.png 287w, https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Explanation-400x419.png 400w, https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Explanation-600x628.png 600w, https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Explanation.png 646w\" sizes=\"(max-width: 646px) 100vw, 646px\" \/><\/a><\/p>\n<h2>Achieving HERS (ERI) Net Zero on new construction homes<\/h2>\n<p>The sliding scale that the city used in COBECC 2017 just got a lot shorter.\u00a0 The <a href=\"https:\/\/bouldercolorado.gov\/plan-develop\/commercial-building-energy-conservation-code\">previous energy codes<\/a> required HERS (ERI) scores of zero on houses larger than 5000 sq ft, but that requirement has been pushed to 3000 sq ft.<\/p>\n<p>A <a href=\"https:\/\/scotthomeinspection.com\/the-ultimate-hers-rating-guide-part-2-what-is-the-hers-score-index\/\">HERS score<\/a> of zero can only be achieved with the installation of Photo Voltaics (PV) systems, more commonly known as solar panels.\u00a0 If you are building a new construction house in the city of Boulder, plan on a sizable PV system for compliance.<\/p>\n<blockquote><p>If you are interested in learning more about HERS scores and how that process works, check out our <a href=\"https:\/\/scotthomeinspection.com\/hers-ratings\/\">4 part HERS rating guide<\/a>!<\/p><\/blockquote>\n<h2>What about remodels and renovations?<\/h2>\n<p>COBECC 2017 had a notoriously confusing system of &#8220;structural assessment&#8221; and &#8220;construction valuations&#8221; to determine the appropriate energy pathway for compliance.<\/p>\n<p>Some remodels could even be pushed into new construction requirements under this system!\u00a0 Thankfully, that is all gone.\u00a0 A new system of &#8220;Alterations&#8221; has been built into the COBECC 2020 that is based on the scope of work and determines the pathway to compliance.<\/p>\n<p><a href=\"https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Alterations-Definitions.png\"><img decoding=\"async\" class=\"aligncenter wp-image-18287 size-full\" src=\"https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Alterations-Definitions.png\" alt=\"COBECC 2020 Alterations\" width=\"382\" height=\"275\" srcset=\"https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Alterations-Definitions-200x144.png 200w, https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Alterations-Definitions-300x216.png 300w, https:\/\/scotthomeinspection.com\/wp-content\/uploads\/2020\/09\/COBECC-2020-Alterations-Definitions.png 382w\" sizes=\"(max-width: 382px) 100vw, 382px\" \/><\/a><\/p>\n<p>Level 1 and 2 Alterations do not require a HERS score at all.\u00a0 Level 3 Alterations allow for a baseline score to be established on the existing house and then a 30% performance increase is required.<\/p>\n<p>Level 4 Alterations are reserved for significant projects on existing houses and new construction HERS scores with a 10% lenience granted are required.\u00a0 Projects that include both an addition and a renovation are reviewed by the city based on the scope of work and would need to achieve either the addition or alteration requirements.<\/p>\n<h2>A Brief Overview of COBECC 2020<\/h2>\n<p>This is a fairly quick overview of the city of Boulder&#8217;s Energy Conservation Code.
